Replacing a drain cover
During the process of pool recirculation, water is drawn from main drains and skimmers, into the pool pump. The suction created by a pump is very powerful and can cause a person to become entrapped by the vacuum flow at the main drains and skimmer equalizer lines. Intact and properly sized drain covers, at the main drains and skimmer equalizer lines, will minimize the likelihood of an entrapment hazard. Overtime however, the drain cover material will lose strength from chemical and UV exposure and therefore will require replacement before the end of the manufacturer’s installed service life. All drain cover replacements will require a plan submittal to ensure the proposed drain cover is properly sized for the pool’s circulation system.
When submitting to obtain approval from the Department of Environmental Health (DEH), to replace a drain cover(s) of a pool and/or spa, please provide the following:
- A completed Plan Check/Application
- Copy of current annual Environmental Health Permit
- One (1) complete, legible, and bound set of proposed design/plans to scale (1/4 inch scale). To include the following:
- Vicinity map showing location of pool and equipment room
- Written scope of work
- Pool layout that identifies the location of proposed changes
- Schematic of each pump, to include, corresponding suction line(s) and pipe size(s) and location of pump isolation/ control valves.
- A manufacturer’s specification sheet and corresponding pump performance curve for the existing pool and/or spa pump(s)
- Cut-sheets/Manufacturer’s Specification Sheets and installation instructions of proposed drain covers.
After plans have been reviewed and approved, a submittal of two (2) additional sets will be required for stamping. Once all plans have been stamped, you will be required to submit the two (2) sets of plans to the applicable jurisdiction’s Planning/Building Department to obtain construction permits. (The total number of sets submitted to DEH is three, which includes: DEH Copy, Job Copy, and Planning/Building Department Copy. DEH does NOT issue permits for construction.)
Note: Separate Plan Check Applications and fees will be required per body of water. Replacing a pool pump
A pool pump is often referred to as the “heart” of your pool’s circulatory system. The pool pump circulates water by pulling it from the skimmer and main drains, pushing it through the filter, and returning it to the pool. This process helps eliminate bacteria and dirt from the pool water to provide cleaner and healthier swimming conditions. As a pool pump ages, it can become less efficient, develop mechanical issues, provide insufficient water flow, and/or begin to leak. If pump replacement is needed, a plan submittal to this department is required to ensure the new pump complies with the pool’s minimum turnover rate, velocity requirements, and drain cover limitations.
When submitting to obtain approval from the Department of Environmental Health (DEH), to replace a pool and/or spa pump, please provide the following:

Resurfacing a pool and/or spa
A pool surface or finish is a smooth, protective barrier applied over the concrete pool shell. The pool finish can be made of plaster, fiberglass, or slip-resistant tile that acts as a seal to create watertight coverage between the concrete pool shell and the pool water. Over time, most pools will require resurfacing due to wear and tear. Failure to resurface a pool when needed may lead to water leakage, ugly looking algae/rust stains, and injuries due to uneven surface. A pool must be resurfaced when the condition of the surface becomes a danger to the pool user or when the surface cannot be maintained in a sanitary condition. In addition, certain key items should be made part of the resurfacing project as this is a great way to comply with current codes.
When submitting to obtain approval from the Department of Environmental Health (DEH), for a resurface of a recreational health facility (pool and/or spa), please provide the following:
- A completed Plan Check Application Form
- Copy of current annual Environmental Health Permit

Refinishing, replacing or adding deck area
The deck around the pool is a multifunctional space where pool users can rest and dry out or just soak up some sun. The deck area is also an important safety feature that allows easy access to a pool user in distress and provides a clear deck space to perform life-saving efforts by a trained lifeguard, or a layperson extending a rescue pole to a swimmer in distress. However, the deck area can also pose some safety hazards if not properly designed or maintained. Cracks or uneven deck surfaces may create a tripping hazard or harbor standing water where pathogens, slippery algae or biofilms can grow. If a deck replacement, refinish or added deck area is needed, a plan submittal to this department is required.
When submitting to obtain approval from the Department of Environmental Health (DEH), to refinish, replace or add pool deck area, please provide the following:
- A completed Plan Check Application Form
- Copy of current annual Environmental Health Permit
- One (1) complete, legible, and bound set of proposed design/plans to scale (1/4 inch scale). To include the following:
- Vicinity map showing location of pool and equipment room
- Written scope of work
- Deck area layout showing proposed changes to the pool deck, as well as location of new/existing deck drainage system, deck slope and direction, and location of pool
- Elevation details of deck installation
- Description/type of deck material
- Cut-sheets/Manufacturer’s Specification Sheets and installation instructions for any deck materials (other than medium-broom finish concrete) that specifies Dynamic Coefficient of Friction (DCOF) and approved use for pool deck.
After plans have been reviewed and approved, a submittal of two (2) additional sets will be required for stamping. Once all plans have been stamped, you will be required to submit the two (2) sets of plans to the applicable jurisdiction’s Planning/Building Department to obtain construction permits. Modifying, replacing, or installing a fence and/or gate(s)
Properly constructed and maintained pool enclosures are a critical safety requirement for all pools. The pool enclosure acts as an additional level of protection in the event there is a gap in parental supervision for small children or non-swimmers. Suitable fencing and gates must be designed to prevent unauthorized access and potential injury or death due to drowning. Ultimately, an approved and well-maintained pool enclosure delays or prevents a child from getting over, under, or through, keeping the child from gaining access to the pool except when supervising adults are present. Changes to the existing pool fencing and/or pool gate(s) or the installation of a new enclosure must receive approval from this department prior to the start of construction.
When submitting to obtain approval from the Department of Environmental Health (DEH), to modify, replace or install a fence and/or gate(s), please provide the following:
